Captain Goofball is a fictional comic strip. In the storyline involving it, Andy is voting to kick it off while Roger is arguing that Captain Goofball is his favorite strip.
According to Roger, he practically grew up with the comic strip when he was a kid. In the end Captain Goofball gets crossed off and out of the paper.
